There is a mistake in the way a result by Moulin (1983) is paraphrased 
in Footnote 10. The correct statment of the result is as follows:

Anonymous, neutral, and resolute voting rules exist if and only if |U|, 
the number of alternatives, *cannot* be written as a sum of non-trivial 
dividers (meaning: dividers greater than 1) of n, the number of voters.
