     Traditionally, computational linguistics was l
 imited to the scientists specialized in the proces
 sing of a natural language by computers. Scientifi
 c approaches and practical techniques come from li
 nguistics, computer science, psychology, and mathe
 matics. Nowadays, there is a number of practical a
 pplications available. These applications are some
 times developed by smart yet NLP-untrained develop
 ers who solve the problems using sophisticated heu
 ristics. CLA'10 Workshop is a place where the part
 ies meet to exchange views and ideas with a benefi
 t to all involved. The Workshop will focus on prac
 tical outcome of modeling human language use and t
 he applications needed to improve human-machine in
