 neering, telecommunications, knowledge engineering

 cience, and life sciences. CI is a transdisciplina
 ry enquiry on the internal information processing 
 mechanisms and processes of the natural intelligen
 ce ~ human brains and minds ~ and their engineerin
 g applications in cognitive computing, computation
 al intelligence, as well as the information/commun
 ication technology and software industries.  The d
 evelopment and the cross fertilization between the
  aforementioned science and engineering discipline
 s have led to a whole range of extremely interesti
 ng new research areas known as CI. Following the f
 irst eight successful conferences on Cognitive Inf
 ormatics (ICCI'02 through ICCI'09), the 9th IEEE I
 nt'l Conference on Cognitive Informatics (ICCI'10)
  focuses on the theme of Cognitive Computing and C
 ognitive Communications. ICCI'10 welcomes research
 ers, practitioners, and graduate students to join 
 the international cognitive informatics and cognit
 ive computing initiative toward the investigation 
 of cognitive mechanisms and processes of human inf
