DESCRIPTION:Abstract We study how to optimally se
gment monopolistic markets with a redistributive o
bjective. We characterize optimal redistributive s
egmentations and show that they (i) induce the sel
ler to price progressively, i.e., charge richer co
nsumers higher prices than poorer ones, and (ii) m
ay not maximize consumer surplus, instead granting
extra profits to the monopolist. We further show
that optimal redistributive segmentations are impl
 ementable via price-based regulation.
